코엔시는 인류의 다양하고 독창적인 사상과 감정을 서술적 표현이 가능하게 발굴하여 창작활동의 중요성을 일깨워 생각을 표현하게 하고 시각을 통한 식별로 공유시키고자 하는 취지로 1999년 11월 18일 한국네트워크컴퓨터(Korea Network Computer) 이하 코엔시(KORNC)로 설립되어 운영되고 있습니다. KORNC was founded in November 18th, 1999 and managing with the meaning of 'KORea Network Computer' to raise creative human variety and original ideas, teaching descriptive expression, revitalize creative activity to make aware of importance, share the intellectual property by recognize through viewpoint with connect to computer system.
이러한 창작물을 발굴하면서 부가가치를 높여드리기 위하여 제도를 검토하던 중 시험단계에 머물러 있는 것을 확인하고 하나하나 적용시켜 나아가기 시작하여 어느 정도 정착단계에 이르게 되었으며 이제는 현 제도에 의존하지 않고 어떠한 안에도 대응할 수 있는 독창적인 방향을 설정하여 하나의 사물을 보는데 있어서도 어느 한 면이 아닌 여러 면에서 검토하여 대안을 찾아 연구한 결과를 제시하고 있습니다.
